Personally, I haven't seen big delays logging into the game except after a server crash. Of which I have seen about four. WoW is faster from startup to play than EQ2, which takes forever to check this and that and populate and load this and that.

The lag in cities like IF and SW can be bad enough to make nearly impossible to move about. I wish Blizzard could fix that.
