There are addons that greatly increase your healing capabilities in PvP. Some automatically select healing targets (allowing you to spam a button). Some just make it easier to find folks to heal (CT Raid Assist).

I use a combination of CTRA and CastParty. I find that if I can see/target someone who needs healing (like a tank sustaining a charge), I can flash heal them. Otherwise, I cycle targets and cast heals over time on them. That way, when they run off (and they WILL run off), they'll have a little bit of healing goodness attached to them :)
