The whole Tempest Keep stuff was vague to begin with. Now, apparently, a few Naaru were in the ship when it arrived on Draenor. And when Kael'thas and crew invaded it, took one prisoner and sent it home as a plaything. Belf mages realized it was the source, or at least a conduit, for Light based magics, and learned how to route that source into heavy melee operatives. Hence, Belf Paladins get the subhead "Blood Knights".
