Firstly, you're also looking at it from a warrior's perspective - and Arathi Basin far fewer epic items, and no weapons suited for melee classes. It's with the epic items that the price goes up, so of course picking up two blues and two epics from AB is less expensive than picking up four blues and four epics from AV.
Arathi Basin gives players an option of epic shoulders (one type for each class), an epic cloak (not suitable for casters), and a choice of two epic weapons (a 1hd and a 2hd for casters).
Alterac Vally gives players an option of an epic mount (which is an large expense anyone who keeps playing at 60 will eventually have, regardless of faction grinds), a choice of six caster off-hand items (arguably the best in the game), an epic 2hd mace, an epic shield, an epic dagger, an epic ring for casters, and an epic ring for physical DPS classes.
I think we're comparing apples and oranges - you're paying signifigantly more to get signifigantly better rewards. Isn't the quality of the items involved itself a balancing factor?
