Tanks with a dagger CAN hold aggro quite well, even if it is not a great dagger. Your tank doesn't need to do damage, you do. He needs to hit and be hit to gain rage. That rage converts to special moves that are used to hold aggro. Sunder Armor, Revenge, etc. take the aggro to the warrior, but the only way they can perform those actions is with rage...built from hitting more often...with a fast weapon.
Chances are, the warrior was crappy and couldn't hold aggro because of that reason alone. Don't judge the idea of holding a dagger as being noob. I've seen a warrior MT MC with a dagger. I laughed at first, until I saw that no one had a chance of taking aggro from this guy.
Unlike other posters, I am not trying to attack your view of this being wrong, but I think you would be surprised how well it can work, if done correctly.
