Yet another example would be someone who is an extremely casual player and may not have a level 60 character yet, or they are new to the game and have a character in the mid 20s, 30s, whatever. There really is no reason to buy the expansion right away if you have no desire to play a BE or Dranei, and you have not hit level 60. However, if you DO have a level 60, I really don't understand why you wouldn't buy the expansion unless you are just tired of the game.
