More levels means fewer crits
To go along with the spell haste rating post from yesterday, Relmstein reminds us all about the apparent problem with the new combat rating system: if you don't replace it, the gear you're wearing gets progressively, comparatively worse as you level up.Gloves of Spell Mastery, for instance, a high level tailoring item that used to say "+2% chance to crit" before the expansion now says a critical strike rating increase of 28. That still gives a +2% chance to crit at 60, but if you've made it to 66, it only gives a +1.5% chance to crit, and at 70, that drops to +1.26%. They're the same gloves, but the crit bonus you gain from them has dropped in almost half.
As an aside, don't forget that RatingBuster, an addon Eliah looked at last week, can help you out with all of this-- it'll let you know exactly what those ratings mean for the level you're at. You can literally watch your numbers drop after you ding!
Of course, as Relmstein points out, this isn't really anything to get worked up about, because the equipment is scaling with the rating, and so by 70, you'll hopefully be finding gloves with an even higher critical strike rating. And this does have, as he notes, the added benefit that 57s-60s (like my rogue right now) will get a little buff from having overpowered gear for their level, since the Gloves, for example, will actually give more than a 2% crit when worn by someone below 60. But it's true that on the way up, classes like Warriors and Rogues that depend so much on hits and crits will suffer a little bit.

Welcome to why I don't play CoH/V anymore, getting punished for lvling sucks. Granted the guy's right in saying you'll be replacing the gear anyway, I'm utterly confused as to why they felt the need to ADD such moronic design.

No, your BONUS to crit from the gloves is halved. Not your crit chance as a whole.

Of course you're right, Scott-- I had that idea in my head (that this only affects crit *bonus*, not crit *chance*), but it didn't make it on the page. Thanks for the note, fixed it.

This has been one of my challenges with my warrior. I finally gave up my beloved Lionheart Helm for a socketed Blue. (Bless sockets and guild jewelcrafters btw)
As a DW Fury warrior I am finding that the old primary challenge of getting enough AP and +hit has been replaced by balancing +hit with +crit. It ends up making you be extremely choosey with gear. On the upside Blizzard seems to have gotten smarter about what gear certain specs want. My advice for my fellow fury warriors is to be very picky about gear, don't over look agility, and don't overlook sockets as ways to enhance your items. Also, learn the mechanics of the melee attack table. This is probably the most important thing to understand when trying to properly gear a DW Fury warrior. Also, look to some of the new trinkets. There are some incredible little toys out there right now.
On a slightly off topic side note, Fury now seems to be the "Attack Power" tree for warriors. With the changes to Slam, a ridiculous amount of AP, and some creative speccing, I speculate that 2Hand Fury could be a suprisingly powerful DPS build. Plus if you get a nifty polearm it will have uber style points. 8)

I think this is a great change.. not a bad one.
Before, +2% Crit was an amazing buff that would only be found on high lvl items..
but not that a + crit.. or even + hit or simmilar buff decays as you lvl.. Blizz can ( and has) add these buff to lower lvl items with out those items being overpowered... that give a great boost.. but become weaker as you lvl.

I'm loving the rating system, my 19 twink warrior now gets 4.73% dodge instead of 1% from the Arena Grand Master trinket.
