Rogues are the only class that offer no party-wide buffs. Personally, I'd make some of the finishing moves add temporary buffs. Or make new finishing moves that provide buffs, varying in strength/type with each combo point. I'd give them a low buff timer like Imp Battle Shout, and make them just as useful.
