First of all, I'm not sure we're talking about the same thing if you see numbers in the 1000 DPS, but no big deal.

You don't measure how good a Rogue is by how often he tops the damage meter. If anything, such a Rogue is probably a Rogue that is not waiting for the aggro call, and he is most likely a liability in challenging raids.
