Clearcasting? A very nice Elemental PvE buff, but it only really improves mana efficiency. Not a very big PvP buff. Oh, and it's a nerf if you have less than a 10% chance to crit (I admit, the minority).
Unleashed Rage threat? Fixed PvE bug.
Lightning Overload reduced threat? Fixed PvE threat issue (uncontrollable aggro).
Stoneclaw Totem stun? This is amusing, it's really a soloing/leveling only totem (gets 1-2 shotted in instances), and I would LOL if someone got stunned by this in PvP.
Wrath of Air totem now applies to healing spells as well? This should have been done in the first place. And anyways, no one uses this in PvP.
So if you're fighting a shaman after the patch hits, he's 99% the same as before.
