Phat Loot Phriday: Torchlight Wand

Since Paladins are now just starting to raid in both factions, a lot of Horde casters might find this wand handy. Alliance can get one that's a little better, but if you want mana in raids, this is the wand to find.
Name: Torchlight Wand
Type: Uncommon Wand
Damage / Speed: 14-27 fire / 1.3 (15.8 DPS)
Abilities:
- So what's the big deal about a 16 DPS wand? It's not the damage, it's the speed-- it's 1.3, which makes it one of the fastest weapons in the game. There are faster daggers, and the fastest wand is the Consecrated Wand, but that's only available to Alliance from a quest in Duskwood, so this is
theone of these (see Update) fastest wands Horde can get. - So why do you want a fast wand? Because Paladins bring along with them to raids a little spell called Judgement of Wisdom. Whenever they "judge" a mob with it, every attack against that mob has a chance to add mana to the attacker's pool. So if you're a wand user who needs mana from JoW, you want to attack a lot-- more attacks mean more chances to gain mana. Enter this, the fastest wand in Westfall.
Getting Rid of It: 12s 44c to vendors, DEs into Greater Magic Essence.
Update: CiM points out a few more 1.3 wands in the comments, including a few really nice Outland wands.

Or, you could use the level 60 quest reward blue, Stormrager (http://www.wowhead.com/?item=16997). Or the Sporegar (Revered) Firestick (http://www.wowhead.com/?item=29149), or Survivalist's Wand (http://www.wowhead.com/?item=28063), or Wand of the Seer or... well, you get the idea

I love the shield he gives as a reward for the same quest. "Buckler of the Seas", it looks like a ship's steering wheel. One of those novelty pieces of gear I've kept. It complements the look of a real fisherman. :D

As CiM mentions, there are sevearl TBC quest rewards that are vastly better. As a raiding priest, I would never swap to a level 20 wand just because it had a slightly better speed. You would be sacrificing not only noticeable DPS, but also some stats.
However, switching all of your gear to mana regen gear during a healing rotation regen-period may make sense.

Isn't the speed of a weapon used in the calculation of dps? So why is speed important? The wand I have has is slower but has better dps (and stats)...

Nash, it's because the wand wouldn't be used to do damage but to restore mana. If an effect which restores mana each time you hit it is on a mob, and you want to restore mana, you hit it as quickly as possible: thus speed. I'm unconvinced the Westfall wand is worth bothering, but that'd be the use.
DPS is damage per second: average damage (of the weapon's range) done per second over multiple hits. Depending on the class and the build, high DPS can be critically important or not at all. A fury warrior lives and dies by DPS; my mage...heck if I saw the DPS on any staff he's used and on wands it ranks down there with spirit. Nice in long raids but doesn't drive decisions.
There can also be advantages to slower, even lower DPS, weapons for some class/builds or pets.

Actually, there's a 1.2 wand out from a Duskwood quest. Alliance only though.

I know this is a few weeks past the point, and no one will probably read this. But there is another 1.3 wand in the old world. In Falnir's Cove in Arithi Highlands. Theres a chain quest, which about the middle of the chain gets you the Gnomish Zapper, a 32.7 dps arcane wand.
