One thing stops me from getting excited about new legendaries: the fact that they're Tempest Keep only. I guess my reaction is just a big old: what is the POINT? Why not make an encounter balanced around the gear we get to keep? How do they really make things more interesting? Only a few of them even have an on use ability, so the others don't even give you tactical choices.Clue me in on what I'm missing, here, someone.
