The reality of the situation, as pointed out by the developers is this:
Shaman PvE - good, either Enhancement or Resto can be well put to use in an instance. Anyone who says otherwise is a liar, or a bleeding-edge raider attempting world firsts.
Shaman PvP - good, either in Elemental or Resto. Both are viable options, depending on your group and whether it's arena or BGs you're looking for.
The problem is that people want to see a Shaman hit the top of the DPS meters in a raid, which they "generally" aren't going to do. This is because they are a HYBRID, not only can they DPS, they can toss an emergency heal or emergency tank for a couple seconds.
People also want to see Shaman hit the top of the healing charts, which they can't do for similar reasons.
When will people realize that hybrid characters will never be allowed to "regularly" be the top end solution for one of their specs? Your value relies on your ability to do more than one thing.
I am a protection spec warrior, would it be fair for me to be able to put on DPS gear and top the Damage Meters? No. In a similar way, hybrids cannot be allowed to be the top or primary solution for one of the trinity, healing, tanking, damage dealing.
