Why Kil'jaden went to Draenor and didn't just wipe out the draenei directly is covered in Christie Golden's excellent "Rise of the Horde" novel - he didn't just stumble onto Draenor looking for an army; the Legion had tracked the draenei there and found them living in peace with the orcs. Obviously, this could not stand, and Kil'jaden came up with the idea of using the orcs against the draenei just to screw around with Velen. "You thought they were your BFFs, but I got them to drink the blood of demons and kill you all! Get it?"

Oh, Kil'jaden, you're such a card! You must have been real fun at the Eredar frat parties.
