It's similar with latency issues...partly a matter of cost and ability. Setting up a latency-free network or even pulling a line to one's house can be a matter of paying more money for better connections or better equipment...this would also be an advantage in PVP should a lag spike hit. :P
I say it's fair enough...the cost goes up quite steeply so it's not something easily pulled off by just anybody.
