My guess is that Khadgar gave the Kirin Tor knowledge of how to make Dalaran fly, learned from the Naaru, who as we know, never had any trouble with magically-powered flight.

It is going to be the central city of Northrend, though, so we can expect the Kirin Tor to be neutral to the Horde (need their help/horde mages have just as much to lose). Plus, Dalaran-affiliated people are more historically accepting of the Horde as far as recent story goes (Jaina Proudmoore/Leader of Nethergarde Keep.)

What I want to know more of is how the Order of the Silver Hand is going to play in Northrend. Blizz has said that Tirion Fordring is taking the fight to Arthas. My guess is they'll be the main Anti-Arthas contingent, likely based in Dalaran out of convenience and safety.
