Guild banks are now scheduled for Patch 2.3
Guild banks were initially intended to go live with the Burning Crusade launch. Apparently Blizzard wasn't happy with them and postponed their implementation until "a later date." That date has been confirmed by a blue on the WoW Europe forums as Patch 2.3.According to this preview article, guild banks are designed so that every member of the guild can deposit or withdraw cash or items. Limits on transactions can be set so a new recruit doesn't walk off with all the good stuff. Also, all activity will be viewable by the guild so the guild officers can't keep the best things for themselves without everyone else knowing.
My favorite feature of the new guild bank system is the ability to use guild funds when paying for repair costs. A new button will appear on all repair NPCs and repair-bots. This function can also be set by the guild leader to work for only certain ranks within the organization.
Soon we'll be saying goodbye to the guild mules and hello to an era where guild resources are viewable, if not available, to all.
Update: we have tons more patch 2.3 info!

I would assume whoever contributed said gold/items would have it mailed back to them in-game.

@10 So what, if the guild wants to kick you. Does anyone want to stay in a guild who has such a rule?
In my opinion it will become a very nice implemented feature.

Someone from LJ will undoubtly test these when they hit the PTR
You just need to gather the minimum amount of players for a guild on the PTR once patch 2.3 hits them. Then they can experiment with things to do with the guild bank(like the guild leader disbanding the guild and playing around with the LUA changes for the guild banks)
It should be interesting ^_^ (make a post about it Wow Insider and i'm sure you will have a ton of willing guinea pigs i mean volunteers!)

I love the idea of guild banks, being a guild leader and having all 10 of my toons act as guild bank can be cumbersome to say the least (not to mention the other officer’s banks). Our guild philosophy is to give to any member that needs, so anything that comes in – if it is needed by a member – goes to the member. I have one toon that has almost all his slots filled with cloaks and shields.
We hold gathering contests every month (leather, minerals, or herbs) and the top members that donate accumulate points for items like phantom blades, crafted items or donated blues. All participation is voluntary. All donated raw materials go to members free of charge to level their trade skills or stored for our craftsmen to make items for members. If members craft excess greens (or blues) that can not be stored, they go to the guild enchanters for enchantment leveling. Donated magic items are stored until someone needs them (if space is available) or disenchanted for free member enchants
NOW in giving you that logistical nightmare, here is our plan (as outlined in our guild charter)
1. All items will be transferred to guild bank and viewable
2. Members can get almost anything with in certain limits from the vaults
3. Ask any veteran or officer to get you a high level or blue item
We do not hold gold in the vault (members are free to loan or give to other members) so guild will not cover repair costs. Trade skill goods will still be free as long as the contests and donation support it

I say #3 got it right. Too much drama already, this is just going to add to it.

/gdisband **window pops up** "Your Guild bank is not empty. Please empty the guild bank before disbanding the guild"
@10
What keeps guild leaders from doing that right now?
If you end up in a guild where the guild leader is doing something unscrupulous or wrong, like demanding a fee to be in, then just leave the guild. Issue solved.

@11, seconded. KOL has a great, simple guild bank system. WoW's guild system is so broke, it's a miracle the game is this popular.

The guild master is just going to keep all the good stuff to him self... I mean yeah you can see if he is doing that but what can you do about it? Leave? Then he gets everything you put in.

The guild should not be able to close until the bank is emptied or liquidated. Hey, if you're using a bank you should MANAGE it anyway.
For liquidating, it could be a one shot offer, you or your officers get the vendor value of everything in the bank...
