This is a classic case of customer stupidity. Plain and simple, customers are notorious for not having a single bleeding clue about what they really want.Yes, there are a few cases where folks with formerly short queues saw an increase. However, I'd bet on the other side of that realm, they went from queues in the 3-5 hour range drop into the 30 minute range. In blizzard's eyes, that's a huge improvement. Shoot, even I'd be fine with that, even if I saw higher queue times as a result.
