Town guards: Horde vs. Alliance

Players from way back in the early days of WoW will remember that before there were battlegrounds, there was only the Hillsbrad Foothills. If you played on a PvP server, you were almost certainly killed (sometimes repeatedly) at some point by a much higher level player character from an enemy faction. Due to the close proximity of Horde and Alliance towns, the area between Tarren Mill and Southshore was a war zone and was very popular with the world PvP crowd. Since the introduction of battlegrounds and all the new expansion content, Hillsbrad has become much more quiet, but many players (including myself) still have fond memories of intense battles in that zone.
One thing that always struck me as odd was the disparity between the level of the Horde guards in Tarren Mill (level 60-ish elites) and the Alliance guards in Southshore (level 40-ish non-elites). Stealthy Horde players could slip into Southshore, kill NPCs and lower level players with little regard to the guards. However, any Alliance player attempting to do the same in Tarren Mill would be in for a rude awakening if he or she was spotted by the guards.
More recently I've found yet another difference between Horde guards and Alliance guards. I'd been testing characters on the PTR, and stopped by Stonebreaker Hold in Terokkar Forest with my undead rogue. When I dropped into stealth, I noticed that many of the NPCs, guards, and peons were able to see through stealth (they had that stealth detection icon floating above their heads). I remember being in Allerian Stronghold with my own human rogue and not seeing anyone that could see through stealth. I decided to sneak in (if I could) to see if the Alliance had trained their guards to detect stealth, and to my surprise, they hadn't!
The argument about whether or not Blizzard favors the Horde over the Alliance popped into my head for a moment -- I know it's old hat, and players from both sides have slung accusations and "proof" that Blizzard favors one faction over another, but I've never seen anything definitive.
I'm not looking to start up that old argument, but I am wondering -- has anyone else has noticed a situation like this, where the Horde's town guards are clearly superior to the Alliance's guards?

Big difference between the 2-3 TM guards and the huge swarm of SS guards.
You couldn't attack SS with anything more than a rogue or two without dedicated AoE.

My theory is that since on the average PvP server, Alliance outnumber Horde two to one, us Horde would need more powerful guards to keep the fight somewhat fair.
I'm not sure.

Are the Tarren mill guards a higher level on a pvp server? I remember them being 60ish on my old pvp server but I play on a PVE one now and rolled a horde toon and noticed the guards are 40 there.

lets see, orgrimmar has lvl 70 elite guards on the roof that are invisible and can see through stealth, and can one shot a lvl 70 hunter in epics meanwhile ironforge...we have a few guards and a bread lady

According to wow census, almost all of the pvp servers have drastically more horde, except for the really old ones.

i know on PvE servers if u go into any Alliance town or city you might make it pass the gate ,but once you kill something!level 60-ish elites pop up all over the place and wipe you butt not so in Horde towns so it must be a PvP thing

Let's not forget the TM guards do more damage and have more health then the SS guards. (And there's the 60E in the middle of town with an AoE fear)
Now I've never actually encountered the aforementioned invisible roof guards in Org. Could someone get us some solid evidence of them?
Now something I've noticed is the Alliance boats tend to have a meager few 40ish guards spread around, meanwhile the Zeppelins have much higher level closer together guards with knockback guns and nets. Oh and Zeppeling are much harder to Ice block into.

One thing I just read about yesterday that I remembered upon reading this is the distinction that the Horde Zeps have guards while the Deeprun Tram does not. Granted you have to get all the way through Ironforge or Stormwind to get to the tram.

The reason for southshore is because there's a quest for the horde to go into their town for Hecular's grave.
If the mobs are 60ish in a 30ish zone, they can't get in.
They're still lvl 40, but it's a little more doable

@5 Wowcensus gathers its info from a mod which I don't think I even know anybody who uses it, doesn't it just gather at random times a /who?
I have played Alliance on two servers and their AH are full, two different servers horde side is so empty, and these were pvp servers.

I play on a PvP server(Lethon) and use CensusPlus on a regular basis, as to a lot of people. You can see the date of last update for each faction on a given server's population listing on warcraftrealms.com, and yeah, Alliance tends to outnumber Horde drastically on PvE servers, but on PvP servers, Horde tends to have the upper edge.
People, get back on the subject at hand. The Hillsbrad PvP mention was just an anecdote. The main topic at hand is the guards that see through stealth, mostly Horde-biased.
And the Troll Sharpshooters on the Orgrimmar Roofs were added in 2.1.0 I think. Very overpowered. Here they are:

I can confirm these guards in Orgrimmar. Look for Troll Roof Stalker in WoWhead, The comments confirm the stealth detection and there is a SS of it.

TM guards are even worse nowadays, their 65 elite and if your level appropiate for the zone, say 25, they can actually aggro you all the way from the road north to alterac.

Alliance has fear ward.
Horde need better guards because alliance can progress easier, due to their MT being able to tank without having to stance dance out of fears.
Bring on fear ward for everyone.
(Note: Most alliance towns are unprotected. Why SHOULDN'T Tarren Mill be better protected? We're ONE zone away from a major city (Undercity) while Southshore are a long way from their main town.
It'd be like Horde having level 70 elite guards in Duskwood. We don't even have a town there, despite it being CONTESTED territory.

Um why would an Undead Rogue see stealth detection up on the guards in Stonebreaker? Same thing for an alliance rogue in Allerian Hold.
