Abilities:
- +22 Stamina, +21 Intellect
- Improves spell hit rating by 18 (hot for a cloak)
- +30 spell damage and healing, which is even hotter, especially for an item from Karazhan. There are better caster cloaks in the game, but they're all from higher level raids, so get this one and you'll be set for a while.
But the good news is that once you get it, you're pretty much set-- there are sidegrades coming up, but there's really nothing that matches up to it until you hit Kael'thas.
Getting Rid of It: Disenchants into a Void Crystal, and sells to vendors for 3g 71s 96c.

Know what cloak is even better? Shadow-Cloak of Dalaran. If your maxed out on Hit rating (and arn't we all by now?) And want 6 more damage "which is even hotter, especially for an item from Karazhan." And this at the cost of only a few int and points in stamina.
It also looks a whole lot better.

It would take a very poor elemental shaman to think they have any right to this cloak over another dps caster. Elemental gets 9% spell hit from talents, with another 3% on Totem of Wrath. With any amount of spell hit on their gear they will already be very close to the hit cap.

I am a retribution paladin on Gul'dan and i got this cause in our grp every single caster and even the holy´s and resto´s have it. But this crappy boss is resisting to drop the 1h axe or the melee ring...

And some shadow priests have used the illidari cloak of shadow wrath since 66! Lol. But yeah, I do notice places leaving shadow priests out of dps lists -- there is some raid strategy site that says mages do this, locks do that, priests heal. Every time.

The reason i said frost/fire mages is a must have is because they need +13% +hit from their gear, and others need +6% (not sure about boomkins).
That being said. If you ARENT at the hit cap, this cloak is alot better. If you are at the hit cap (+6% is about 60/65 hit), then Shadow-Cloak of Dalaran is better.
I actually have both. I also have both the neck from Moroes and the Neck from Prince. I was very happy i got both when i went from fire to arcane, and needed to chop my +hit down by 100 points or so.
