Brewfest starts at midnight server time!
Apparently there has been some miscommunication about the in-game Brewfest event. Even the oft-infallible WoW Insider team has been an accessory to this crime, and for that we humbly apologize. There's been more than a little bit of chatter about it on the forums as well, and Drysc dutifully stepped to the plate and addressed the angry alcohol-deprived mob. (Thankfully, he survived a lynching. This time.)
In my opinion Drysc took more of the blame on Blizzard's behalf than he needed to. The misunderstanding, from my perspective, has all been about verbage. The promotional material I've seen indicated that Brewfest would "go live" today, it didn't say the festival would actually start today. Like the Darkmoon Faire, Blizzard has opted to put a day of setup and teardown at each end of the event to add to roleplay realism. Personally, I think it's a nice touch.
The good news is that the festival actually starts tonight at midnight server time. Be sure to check out Dan's guide to Brewfest festivities and make your way to your faction's Brewfest location!

The Oceanic servers are up now due to the time difference but unfortunately it seems some of the quests (the barker ones) are bugged and won't activate until midnight where the servers are physically located.

I'm on an oceanic server here. Some of the quest are working fine... however, those noted as bugged in the MMO-Champion article linked a while back (http://www.mmo-champion.com/index.php?topic=1278.0), which are the Pink Elekk and barking quests, are still bugged (unless poster 2 is right, but I personally reckon Blizz just didn't fix them in time).
Which means the only way to get tickets is via the keg run. Good luck getting the ram + anything else significant. =(

@3: On the PTR you were able to also get tickets when the Brewfest gets invaded every hour. I think it is safe to assume the same will happen on the live realms.

I don't mind the whole setting up for RP, but they shouldn't say the festival starts on the 2nd when it doesn't. The set-up should be the day before or they need to fix up the dates on the event website. I mean, that's like going to mcdonalds at 6am and being told "oh no, that advertised time is when WE get here, you wont be able to get any food for an hour."

@6 the servers are "open" 24/7 unless for maintenance so technically starting on the second would have to be 12:01am because there is nothing to reference to in regards to a start date.

It's past EST now...and at least on Shadowmoon, things are pretty messed up:
(1) Ticket amounts are much MUCH lower than in the MMO Champion review
(2) Lots of people still have problems getting the Elekk quest
(3) Rams, even when passing a barrel, sometimes "stack" the debuff and lag, avoiding the apples and stalling out...(if that doesn't make sense, do the race, you'll understand)
I was really lookign forward to brewfest, but now as it seems you can only get 39 tickets a day, So much for getting my ram mount...

Yeah, no one in the Ravenholt server can use the mugs either, it's pretty ridiculous.

Just tried it on Alexstraza...
Didn't get an empty stein after the initial gift, thus I'm unable to use the kegs.
No wolpertingers.
The ram reins only seemed to work about half the time, thus making it near impossible to keep the ram in a gallop.
Logged off to do other things.

Didn't get my stein, got a nasty error message.
On the plus side, I finished the riding quests, got my Wolpertinger, and am no on my way to track down those elusive pink eleph... er, elekks.
I want those beer goggles!
