Yeah, this is one of the single worst raiding Resto builds Ive ever seen. Not for nothing, but it really shows that the player has little to no idea of his role or class capabilities in a raiding environment.
The top healing talents for the Resto tree are completely missing. Imp Chain Heal is the entire point of a Resto Shaman in raiding. Purification is a must, for everyone. The extra range on Mastery i find very very useful for fights were you want max range from a boss, but your melee still needs totems. Nature's guardian is fine if you PvP often enough, but I never had use for it as a full time raider. Healing Way is not useful at all, as you should hardly be using your Healing Wave except for emergency NS heals. Once you start stacking your +heal and mp5, you will really really want the threat reduction talent. I still pull aggro thru Salvation, Subtly to cloak, and the talent :(

Is my current build, and I can top healing meters by 5-10% over the nearest competition during fights where the entire raid takes periodic damage.
Its not the overall best build out there, but it works for me. Ill respec with 2.3 and slide more into Resto.
You should seriously consider looking at some of these other builds and trying them out, you will wonder what the hell you were doing before.
