Resto shaman are not supposed to fill many roles.
Resto shaman are supposed to be the TOP healer. As in #1 for 90% of the fights. The only times you're not supposed to be #1 is during fights where everyone has to spread out and chain heal is not very effective. In any fight in which the raid doesn't have to spread out, there is simply no class in the game that can keep up with the incredible healing output of chain heal.
Resto shaman are the other side of the coin to Holy paladins. Shamans are the offensive, Paladins are the defensive. What I mean by this is that Paladins heal and keep the tanks alive, Shamans heal and keep the DPS alive to kill bosses faster.
Mike, you asked us to pick your build apart, so I know you were prepared to be flamed and ridiculed and mocked. I'm sorry if I come across as such, but I would really like to see someone that I respect as much as you to try out others' suggestions and gain experience from as many points of view as possible - at the very least to broaden and improve the topics you wish to blog about.
Specifically, what I'm saying is that those 15 points you put into the Elemental tree really don't do you much at all in terms of DPS. Collecting as much DPS gear as you can and throwing it on will be enough to accomplish all your desires.
