Leveling improvements for Patch 2.3
Are you in the midst of leveling a character between 20 and 60? Well right now is the time to stop everything, rush over to this forum post from Blizzard, and sing a happy song while you hurry up and wait! That's right, in answer to the crying pleas of casual alt-oholics everywhere, Blizzard is finally speeding up the tedious leveling curve for old world content in patch 2.3, adding in a bunch of new quests, nerfing a lot of the nastiest bad guys, and buffing a whole bunch of the items they drop.

- Outdoor elite quests will now now be soloable, with the same (or better) rewards.
- About 60 new quests and a new goblin town based in Dustwallow Marsh (levels 30 to 40)
- Level ranges for old dungeons to be narrowed down a bit (so that if you are high enough to start them, you are high enough to finish them too)
- Increased questing experience for dungeon quests.
- Buffed up item drops from dungeon bosses.
As many of you already know we've been working on changes designed to improve various aspects of leveling for those making their way to level 60. These improvements, available in patch 2.3 will come in many forms and should significantly contribute to a more fluid and enjoyable leveling experience .I have a couple of characters I've been wanting to work on right around the level 25 to 30 range, so I'm one of those happy customers in a prime position to take advantage of this new system. If it turns out to be as good as it seems, then this may make the game much more enjoyable for those of us who really like to try out all the different classes and get to know different play styles very well.
The first notable change was to simply reduce the amount of experience needed each level by approximately 15% between levels 20 and 60. Please note that when the patch is released, characters affected by this change will remain at their current level percentage. For example, if a character had exactly 50% of the current level's total experience before this change went into effect, the character would still have exactly 50% of the current level's total experience; only now fewer points would be needed to level.
Questing plays a very large role in World of Warcraft, especially while leveling and we felt that improvements to this front were necessary as well. Experience gained for completing quests (on average) between levels 30 and 60 is being increased. The increase becomes more substantial as you make your way towards 60. Additionally, many outdoor elite mobs will become non-elites, making many quests which were previously too difficult or required a group much easier and offer the same rewards (in some cases better!). A good example of this change would be Stromgarde Keep in Arathi Highlands, which will become a solo friendly environment when patch 2.3 goes live.
We've also added approximately 60 new quests in Dustwallow Marsh. This should help players who find themselves lacking quests in the 30-40 range. The Steamwheedle Cartel is building the new town of Mudsprocket in south-west Dustwallow Marsh, so you'll have to wait until construction is complete to learn more about these changes.
We're making other improvements to pre-bc leveling dungeons that players will likely find most agreeable. The level range for most every dungeon is being adjusted so that there is a much smaller range between the level of mobs found early in the dungeon to those found towards the end. For example, Shadowfang Keep is currently designed for levels 18-25 which means that right now, players who are towards the bottom of that range (18) will find it nearly impossible to complete the dungeon, while players towards the top of the range (25) will find most of the dungeon trivial. Using our new model (similar to what you'll notice with Burning Crusade leveling dungeons), Shadowfang Keep is being retuned for levels 18-21.
We also want to make running a leveling up dungeon more worth while. In addition to increasing quest experience for dungeon quests, we're also upgrading all pre-bc dungeon boss drops to blue quality items. Some examples are listed below:
Ragefire Chasm
Robe of Evocation old: +3 Stamina, + 4 Intelligence
Robe of Evocation new: +4 Stamina, +5 Intelligence, and +5 Spell Critical Strike Rating
Deadmines
Smite's Reaver old: +2 Strength, +1 Stamina, +1 Spirit, 11.1 dps
Smite's Reaver new: +2 Strength, +3 Stamina, +2 Hit Rating, 14.5 dps
Shadowfang Keep
Robes of Arugal old: +3 Agility, +5 Stamina, +9 Intelligence, +10 Spirit
Robes of Arugal new: +3 Spirit, +5 Stamina, +9 Intelligence, +12 Spell Damage
As you can see there is much in-store for the next major content patch, particularly a number of changes designed to benefit players who are leveling a character. Though we've given you a few examples of the things to come, we think everyone will pleasantly surprised when they see the full extent of the changes discussed above.

I have 3 separate alts that i put down at around level 30, in part because of the inevitable dive into stranglethorn hell, and I'm guessing there's more than a few others in my exact same situation.
Dustwallow marsh is going to be a madhouse! It will be like a mini expansion that everyone will want to try, and everyone will just happen to have level 30 alts perfectly suited for it.

Wow. I was expecting them to just sorta put a bandage on the problem with an xp increase. Instead they've seriously overhauled the system and put a whole lot of work into it. Bravo!

My warlock alt hit level 27 yesterday and that is where she'll stay until 2.3 (though I might take her to 29 to play in the BGs while I wait for the patch). I was happy it was going to take less time to level her to 60 but new quests? Those are worth waiting for. 2.3 can't come soon enough.

This is good, I just wish it had been more. Twenty-five percent, hell, fifty.
Anyone who thinks that it doesn't take enough hours to level from 1-70 is a masochist.
Nobody needs that amount of time to become acquainted with a class. It's just not that complicated. I think you'll find roughly the same percentage of people who can't play, only now those who can will have another alt or two to help out.
This was so very essential to revitalizing a third of the game that had been largely left behind. I hope there will be further changes like these in the future, especially when the cap is raised to 80.

Fantastic news and about time!
I've moved regions (Europe to USA/Oceanic) and I'm having to start all over again. Getting my main back up to speed will take long enough but I had a few alts I really enjoyed and this will help me get back to where I was.
Also fantastic news about the extra content and amendments to dungeons, I'm sure Blizzard are well aware of the 'altaholic' types who love playing all the classes rather than commiting all their time to one. More 1-60 content please!
Also, I have to agree with what someone said earlier... make LBRS,Strat,Scholo,UBRS for 50 onwards and then people have the option of running those instances to get to 60 (or 58) for Outland.
Since they're so hard for anyone below 58 at the moment so many people are missing out on these great dungeons and they really help 'tune' a players skills for the larger instances.

I have to agree with 45. It takes soo long to get to 60 and 70 that even an increase in xp gains of 50% wouldn't change whether someone who cares about learning their class will learn their class.
Conversely, you could make it take twice as long to get to 60, and there would still be people who don't understand their class because they are lazy (or whatever other reason), and don't want to take the time to figure things out.

It's more that 15% increase here. People seem to keep missing "Experience gained for completing quests (on average) between levels 30 and 60 is being increased"
Anyone got some EXP numbers for quests in 2.3 so we can compare? The total needed and quest rate increase together may well push the change up to around 25% reduction in total time spent leveling.

So they are decreasing the exp needed to level up by 15%, but they also said they are increasing the xp gains from quests- but by how much?
Looks like Blizz is trying to incentivize questing in the old world as much as they did in outlands, which is really cool, and you know the new dustwallow quests are going to be BC quality where every quest leads really well into the next thing to do.

I love the people saying "people will breeze though 20-60"...
You do know its only 15% off? Maybe make that 20% if you count all the extra XP from quests.
So if it takes the first time player 10 days /played (or more) to get to 60, your really only knocking 2 days off that. Not really gonna affect your playing ability. Most people can be good in their level instances from around 30, so this really isn't going to make a difference.
I'm currently a Lvl. 33 lock, and I'm running all over the place finishing quests off, when I really don't know wheres my next compact area to pick lots of quests up, so the new town and 60+ quests is going to be a big welcome for me!

I'd like to think that that's a conservative estimate.
Ultimately that will depend on just what the XP increase is on quests, as well as how much you grind, and how much you quest. if it's a 20% increase in quest XP, which I don't think is unreasonable, that could push total leveling time to decrease by 25-30%.
Now that's walkin' around XP right there!
But yeah, we will really know nothing until Blizz tells us.

Everyone really seems to be missing what this 15% extra is all about. Blizz is trying to put a dent in the people who are paid to level char, and curb that, although 15% won't do much to stop that.
My comments earlier that this is a bad idea, is mainly because I have been leveling by myself with quests alone, and have been moving along just fine. Even with the occasional raping in STV, but I wouldn't have rolled a PvP server if I didn't expect that anyway. I currently am leveling 4 char that are in their mid 40's, and at no point have I thought damn i just wanna get to the outlands.

woohoo! more money! more money!
those with level 70s, start grinding deadmines for loot! disench the BOP stuff, and ench the white armor and weapons with lowbie enchant mats. keep the BOE stuff and sell on AH now. i can see lots of people are gonna start their alts now, if they havent already, so that they can get them up to level 20 (or 30) when patch 2.3 is out.
man, the auction market is just going explode with items for the level 20s and 30s into the 50s. with all the faster levelling, they will be buying the same stuff, but faster!
more money! more money!
and after that, heh heh, i can see lotsa people will want to make that last leap of effort from 50-58 and enter the outlands. so items at any level will be in great demand. just that this group of future 70s will come in much later. cos it will still take time to level from 1 to 58.

This change is all wonderful, but one has to wonder what will happen to the twinks? The BoE gear that they had bought and enchanted will now probably be rendered obsolete by the enhanced dungeon drops. I think that many twinks will have to run dungeons again, and may be too close for comfort to leveling.
