Yes, there would be more ninja looting than there is now. Certain people are kept honest because they know it is in their best interest to not screw people over, and risk getting screwed over later in the game if it turns out one of them is influential in a guild or in some other way.

But you make the pool of people larger, and the fear of that happening becomes much smaller if you know you'll probably never see that person again.
