It is possible to obtain Hurricane Boots without Raiding, but someone else has to raid for you.

The recipe is BoE, but the boots are BoP. Be prepared to spend 600g+ for the recipe. However, the mats are extremely easy to farm up and you won't find better boots until you hit the Black Temple.

It's more than a casual player might be able to commit, but for someone trying to show recruiting raiding guilds that they're serious about their spec this is an excellent way to send that message.
