This is a misunderstanding of the way item levels currently work. Before TBC, item level was equivalent to the level that item would be *ideal* for. An item with a level of 50 would be designed for a level 50 character. With the expansion, certain stats were proportionately increased on all new items(stamina and spell damage, especially), but the system was not revised.
Just looking at the blue gear drops in Stratholme versus the blue gear that drops in Ramparts - the Stratholme blues have an item level of 61; the Ramparts blues have an item level of 85.
