PTR Patch notes for Sunday, Nov. 4
WorldofRaids is reporting today on a couple significant changes in the most recent patch uploaded to the PTR. First and foremost, a major change to the guild bank system. Earlier we let you know that it would cost mucho gold to purchase all storage tabs available to a guild. Now we hear that tabs 5 and 6 have had their costs reduced by 50%, making their prices now 2.5k and 5k gold respectively. It sounds like the devs are listening to the feedback they are receiving from the players. In addition to the great news about guild banks, WorldofRaids is confirming what we already reported about the pet buff food Kibler's Bits coming in Patch 2.3. It looks like my hunter will have to work on her cooking skills after all.
Also of note is a change to PvP combat. Silence and Interrupt are now affected by diminishing returns when used on PvP targets. This is welcome information for the arena fighters among us, knowing that your spells will eventually break down an interrupt or silence.
I don't know about you, but these look like finishing touches to me. I am crossing my fingers that we will see the patch on Tuesday. Yeah, I said I'm crossing my fingers, but I am sure as heck not going to hold my breath.

IMO, there's no way we're gonna see 2.3 on Tuesday - it took 4 months to release 2.2 and 2.3's a larger patch and it hasn't even been 6 weeks since 2.2 dropped.
I may be wrong, I just seriously doubt based upon how Blizz has been in the past that we'll see this patch at all before January.

@2: Remember 2.2 had a new sound engine that needed much more through testing (and still didn't work right). 2.3 is simple content. I think it's fair we'll see it before Thanksgiving.

DR on Silence... aKa another Shaman nerf. No other class has a silence cooldown short enough to be affected.

2.2 had large issues due to the sound engine being upgraded. 2.3 should land any day now, as it has no such issues, and has been worked on a long time before it hit the test realms.

2.3 has issues. and it's not just content. just like 2.2 having the sound engine, this has the guild bank "engine."
it'll be a while.

The patch won't drop on the 6th. The background downloader didn't start until mid-week last week, and the patch is a couple hundred MBs. Blizzard generally allows at least 10 days for these big patch pre-downloads, primarily to give their dial-up customers time to download before go-live.
Combined with the fact that the PTR is still up, and got another build pushed just yesterday, I would not expect to see this patch go live any sooner than November 13. If they continue to push new builds to the PTR this week and do not shut the PTR down, expect to adjust the drop date outward by another week.

So, a shaman casts ES and the target can't cast that 1 school for 2 seconds.
2nd ES comes in, 6 seconds later. The target waited 2 seconds then cast a heal the shaman could not stop. This new interrupt is on DR so the target can start casting again BEFORE THE SHAMAN thanks to GCD.
3rd ES hits and now they are casting again less than 1 second after the hit.
Meanwhile, a mage with ImpCS will stop the spell, the target won't get to cast anything in that school for 10 seconds and likely be dead before the CD on their CS is up again.
Wow. FS not on DR, but we'll put the only tool you have to stop casters on it.
I really wish they'd just give us a patch where we can take our Shaman and trade them in for a class and call it done.
Elemental get mage or warlock, enhance gets Warrior or Rogue, and resto can be Druid or Priest. Give Druids Earth Shield and call it done.

I'm not sure if this has been covered elsewhere here but when I copied to the PTR this weekend, my character received in the mail a Winter Veil tailoring pattern, Red Winter clothes (http://www.wowhead.com/?item=34319) and a cooking recipe, Hot apple cider (http://www.wowhead.com/?item=34413). So looks like 2.3 is going live well before the Winter Veil holiday.
