2.3 next week, according to WoW Taiwan
Well, that's sooner than expected. The official World of Warcraft website for Taiwan is announcing, as far as I can tell via Google Translate, that patch 2.3 is going to be released on the 15th in Taiwan. Presumably, that would mean it's coming out on the 13th in North America -- that's a week from today. This is what Google comes up with:"World of Warcraft" in Taiwan for the forthcoming age! To celebrate the "World of Warcraft" operating in Taiwan for two years, Blizzard Entertainment specially for Taiwan players in the game are now held in the colorful "????Festival." People expect 2.3 version also will be November 15 (4) maintenance and Taiwan after the players met, "World of Warcraft" dual program installation package tomorrow (7), the province's convenience store channel synchronous devices.
If anyone reads Chinese, could you head over to the site and see if it is, indeed, predicting the patch in merely a week? Edit: The mysterious M below confirms that the site says the patch is coming out on the 15th in Taiwan. Woot! Edit 2: confirmed. Also, what's that festival about? Party time!

Yeah, the whole two weeks idea is a common misconception. They don't need to give two weeks for the PATCH, they have to give two weeks for the SEASONS 2 END. Which means they can do what they did with 2.1, and deploy it, then turn on S2 a few weeks after.

I took a look of the Taiwan WoW webpage.
The firework party is to celebrate 2-year anniversary of WoW Taiwan. And it is for Taiwanese players only.
And according to the article, 2.3 will be released (at least in Taiwan) next week.

Has anyone figured out what will be in 2.3?
@2 is saying season 2 end won't be with 2.3. So is season 1 gear going to be with 2.3, or will it also only come out when season 2 ends. What about AV changes? Will that be 2.3 or S2 end.......
So many different stories being told.

Infection: Obviously since the final patch notes aren't out yet we can't be sure, but I'd predict S1 gear will stay until S3 gets "switched on". AV changes should be active as soon as 2.3 goes live, as well as Zul'Aman, leveling changes, and all the rest.

花火 means "fireworks", so it's referring to some sort of fireworks festival. Chinese New Year is a bit far off, isn't it?

Paul: Actually, what I'm going to do is stay completely away from my 20–60 characters until the patch hits. The reason is that not only is quest XP getting a boost for 30–60, but XP per level is being reduced for 20–60. When the patch goes live, your relative position in the level is going to be "translated" -- that is, if you were 50% through level 21, you'll still be 50% through level 21 after the patch. But in numerical terms, since the XP per level is getting reduced (by 20%), you will lose 20% of your post-level 20 XP, to keep your position the same. Which means any XP you earn before the patch will end up getting taxed by 20%, if you're in the appropriate level range.

That announcement doesn't say 2.3 is coming the state you all read into. It says there is a patch coming which introduces a celebratory event in-game for Taiwanese players to celebrate the anniversary of the game launching in that country.
It DOES go on to say ...
"Not only that, the 2.3 version of the Association of Banks will have, helicopters and other practical and interesting sexual function, waiting for the player to explore the next January 1."

This surprises me, actually, given the poor functionality I am experiencing with the guild vault. Items vanishing without a trace, unable to configure withdrawal levels for various guild rankings, etc. I hope they get it ironed out before it goes live. As it is, I will either need to spend several hundred gold to setup various access levels, or still have to maintain at least one bank toon to interface to the vault.

that festival 花火 means hana bi which in japanese means fireworks not just new years. so it could be a new fireworks festival, could also be just for the taiwanese version of the game.

Funny, the google translation is way off the mark.
