The real key is finding a solution that excludes the buffs to Arms/Fury warriors.

Possible solutions...
AP/Block Value more aggresively attached to Shield Slam and devastate.

Defense adding +dmg

Block Value adding +dmg to other abilities.
Block rating more, refelcting dmg?

I'm sure they are very wary of threat generated by tanks becoming far too large to create a problem in 'dps' race fights..
