I completed a bunch of quests in Ashenvale last night but didn't turn them in, just so I could see if I got more XP for them today. I didn't realize that the buffed quest XP starts at level 30... I'm 29, haha.

I s'pose I could grind to 30 before turning them in, but they're mostly green quests anyway.
