Not true, if for example you want to kill something 2 levels higher than you normally it would have around 7% resist chance. With 3 points in shadow focus it will have onlt 1%. Since being reisted is very annoying on spells with cooldowns or high mana costs (so everything but mind flay really) thats totally worth the few points it costs.
