Anyone who excludes MB from their damage is quite simply a bad shadow priest. True, it is a mana costly spell, but often you need to kill something (or many things) quickly and mind flay is too slow to do the job.
While grinding appears to have mostly gone away from the leveling process, there are still a bunch of quests where you have to kill 10 or 20 of some mob. Think Nessingwary or Battle of Hillsbrad. Having the ability to fight and kill multiple mobs at the same time will really speed up your leveling. Corpse runs will slow it down. Sitting down to drink for 10 seconds after killing 3 mobs at once can be faster than killing those 3 mobs consecutively. The 10g you might spend on water from 20-60 may save you several hours of /played. I chose a mix of spirit & intellect on my gear while leveling and was quite happy with it.
Blackout is a playstyle choice. It's saved my bacon a few times when I've picked up an add or 2, but it's certainly not necessary.
Shadow weaving is okay, but I preferred imp VE. It's far more efficient than renew while soloing, but increases your survivability when used with Renew & PW:S.
