Your better of using a fast(1.5 is best) main hand with twin windfury, and a slow off hand. This is so the main hand triggers windfury more than the offhand does, and since windfury is affected by the offhanded damage penalty, this turns into more damage overall, even though the offhand will likely have a bigger damage range.

I leveled restro till about 45, before the trainable two handers was added in 2.3. I didn't do two bad, but I do agree with what Matthew said: Ehance ftw. It wasn't uncommon for me to kill things in a little under five seconds, assuming I had lightning shield up: Pull with lb > lb again > stormstrike > earth shock > dead.
