If a lot of people start voting a comment up [+], it makes the font of the post more bold, and thus more visually prominent. Voting a comment down [-] shifts the comment gradually towards the background color, making it appear to fade from view. It is a quick way to know if the majority of readers agree or disagree with what the commenter has said. You can also report a comment for being in offensive by hitting the [!] button.
