If I understood the comments made by Blizzard staff at Blizzcon (saw it on youTube, don't remember which panel), the problem stems not from the number of available Arena servers, but from the process that matches teams and spawns the instance to one of the servers. That's the chokepoint.
In other words, a large number of teams could be destined for an infinite number of servers, but they all must pass through a piece of code that limits the speed at which they are assigned to said servers. That's the likely cause of queue delays.
I doubt that information makes anyone happier, but it might explain why just adding more servers may not be the answer.
