Because it's the coolest Paladin set and one of the coolest set designs ever in the game. Most of the sets for paladin that followed are "lacking" for a term of a better word. Tier-3 was a joke, Tier-4 was built for Drenei only, Tier-5 is gay in plate, Tier-6 was an upgrade though and might be on part with Judgment down the road when we get more people in full gear.

But atm Judgment = The Sexeh for any Paladin.
