He said his mining was 270 at lvl 23...I thought the professions cap at 225 if you're below lvl 35? Right?

Gathering skills can go up to 300 earlier than 35. That i'm fairly sure of.

Well, I checked and I was right: you need to be lvl 35 to bypass the 225 limit in every professions:
