Here are your fake (real?) patch notes
A poster on World of Raids has posted these notes he claims were on the EU PTR forums. There is a whole host of changes in these notes. Quite frankly, there are so many changes listed here that I don't believe they're accurate. This is a lot to change considering how much was changed in 2.3, especially while also doing a major content patch including the Sunwell Plateau. However, I am not remotely psychic, and I'm wrong all the time, so for those of you who love pondering patch notes here's some gristle to chew on.If these notes are accurate, they're going to try and re-introduce the 'silence and interrupt diminishing returns' idea, entirely redesign how backpacks work, change the human diplomacy racial so that it also increases healing received by 3% (this is the change that most sets off my 'no freaking way' meter), bear tank druids will see their self heal buffed by the healing gear they're all not wearing while tanking, shamans will find Windfury Weapon and Windfury Totem to be nerfed, and prot warriors will be hitting with both weapons on Devastates, which I would personally love to see in my stocking come patch 2.4, but I remember them trying this once. They said then that it did damage 'far in excess' of what they expected, and let me tell you, I was on those PTR's and they're not kidding. All this in addition to a major content push? It seems far-fetched to me.
Still, you may see more plausibility here than I do. Go take a look and tell us what you think.

When someone posts "patch notes" and at the top of their post they have that link that says "The latest test realm patch notes can always be found at:" and the link takes you to the official site and the patch notes are different... then they are fake patch notes.

Rogue:
- Your Sap and Distract abilities no longer require targets to be out of combat.
Sap...in combat? Somehow I doubt that.
Although that "generate combo points on up to 3 targets" is one of the better ideas floating around. It would resolve that wasted CP issue.

Also having read further... these are clearly "wishlist" type issues where everything gets nice fixes & buffs but nothing gets taken away.

I call shenanigans, I am a feral druid, and while I would love to see swipe have it's threat modifier back, I don't think we will ever get it back.
Plus
- Cyclone now has a 15 sec cooldown.
- Celestial Focus: This talent now also reduces the cooldown of Cyclone by 5/10/15 sec.

Most fake patch notes are "wishful thinking" as other posters have mentioned. One of the better authors of fake patch notes in the past actually came out and said as much. He did it because fake patch notes get more attention then normal wish posts, and thus more people see his ideas.
They can also be good for a laugh.

Reducing the cast time on Avenger's Shield would mean sick added threat for protection pallies. A 1 sec. cast time leaves you opened to crushing blows for way too much time on certain fights (on other fights it stil can be used if timed right). 0.5 sec. should make it constantly useable on every fights, I think.

Most definitely fake.
"During a period of excessive arena queue times the matching system will loosen its requirements, effectively reducing queue times, but resulting in less effective matching."
It is my understanding that long arena queue times during peak hours are due to a limit on the number of instanced arena matches possible at a given time. Loosening the matching system would have no effect on queue times in such circumstances.
I would expect a real blizzard patch-noter to understand this.

The Perception racial is so useless, even at 20 seconds. People are better off just using a potion. I'd love to see Perception replaced with something useful.

A really bad fake. "Warlock and Hunter pets will no longer be automatically dismissed when you summon a mount. Instead pets will be dismissed when you take off with a flying mount and return when you land or dismount." ~ Pets aren't dismissed when you mount because you don't have to re-summon them upon dismount.

- Icy Veins: The cooldown has been increased to 5 min, from 3 min and no longer increases your chance to Freeze targets, but now gives your damage spells a 30% chance of applying a chill effect, reducing the target's movement speed by 50% for 5 sec.
= Obviously frost mages were being useful again.
- Ice Lance now has a 6 sec cooldown
= What the hell?
- Arctic Winds: This talent no longer increases all Frost damage done, but now increase the critical strike chance of your Frost spells by 1/2/3/4/5%.
= So this talent has been nerfed to be more PvP oriented, and less important in PvE
- Empowered Frostbolt has been renamed to Empowered Frost and no longer increase the critical strike chance of Frostbolt, but now also increases the amount of bonus spell damage that effects your Icelance spell by 1/2/3/4/5%
= So this is actually "Empowered Frost Lance" then and really doesn't benefit the main spell of a frost mage, beautiful
- Counterspell: The duration has been reduced to 6 seconds, and cooldown reduced to 20 seconds
= Instead of reducing the effectiveness of this spell in PvE, why not introduce diminishing returns for PvP?
