This is only true to a percent.*IF* you know your class and abilities and the actual role of the BG, you can still contribute more at a low level than somebody who doesn't. And I say this as a dedicated 29 twinker.But I've gone in on alts at the lower halfs and turned the tide in WSG - because I know how to support a FC, I know how to scout and I know the importance of actually *stopping* the other guy with the flag.I'd rather have a level 24 mage who knows where his frost nova and blink buttons are than a level 29 who is mostly impressed by how often he can blizzard a flag room pointlessly.I say that particular class deliberately because I have a friend who, when the rest of us twinked up to 29, made the decision to stay 24. He has hardly any hps but god, he can kite half the opposing team around and keep them off balance and he can get a flag out of the base and to our druid FC before the other side even realizes he's there.
