This is a confirmed real spell, with links given in the article. The questionable part was whether it's a player spell, an NPC spell, or what, which I again stated was completely open in the article. It turns out it's a real NPC spell from the Sunwell raid. There's nothing unconfirmed, I just didn't know what sort of spell it was when I wrote the article, and said so.

As far as CoH goes, I'd argue that if a talent is near-useless to 80% or more of raiding holy priests, it's pretty much a failure. But that's just me. And again, I said that CoH is not nearly so useless now as it used to be.
