I just don't see holyform happening, period. People have begged and pleaded for this talent since the game was launched. Making the ability a mirror of shadowform is, as someone mentioned, simply increasing healing power of healing priests.
Shadowform and Oomkin form both restrict a class to a subset of caster abilities--namely someone who can heal forgoing the ability to heal in exchange for the increase to damage, making them somewhat compeditive against pure caster DPS classes. Tree of Life form enhances specific aspects of druid healing.
The in game holyform is almost certainly strictly an NPC ability, and will probably remain that way. For priest, a 10% increase to healing ability or shadow damage costs 5 points, while a 15% increase locks out a school whenever it is used. 25% for one point, PLUS damage reduction... Now that's just absurd.
