Haste is not over rated. It is rated for mages as slightly more valuable than +spell damage and less than +spell hit; it is similar for other casting classes. Rating is a function of itemization cost and effectiveness. Incremental amounts of haste increase your DPS. 80 haste increases your DPS by 5%. It is very difficult to find other ways to boost your DPS by so much.
