On the other hand, denying players who spend as much time playing but are unable to find the proper Guild or schedule to raid isn't quite fair, either. For the most part, people doing Heroics have nowhere else to go and nothing else to do. Giving gear to work towards is a really good addition that extends the life of the game to people who might never find an endgame raiding Guild.
