Everything in my guild bank is officer request. One of our iffucers is a retired guy, and it seems like sometimes he doesn't sleep. So he knows everyone in the guild, and judgement is passed appropriately. But still, someone who joined the guild a week ago shouldn't be asking for blues and rare mats from the guild bank, when they've contributed nothing.
