Technically, yes. It's complicitly allowed, though. There was a patch a ways back that disabled the ability to swap out graphic and sound files. Then in a subsequent version, the ability to swap sounds was patched back in. No reason to do that unless they don't mind you doing so.
There's an MVP post in the UI and Macros forum that more or less condones it if you wanna look it up.

Yeah, If you'll notice, Fishping doesn't even require you to change any settings or hack into anything, you just have to put a sound file in a certain folder. Since it doesn't expliciting mess with the program or the settings, I consider it kosher, which is why I felt safe mentioning it in this article.
