Libram of What Might Be Truth, Maybe
The Libram of Absolute Truth has been on a bit of a roller coaster on the patch 2.4 PTR. Its current form on Live servers is a 27 mana off of Holy Light. The PTR gave it a boost to an 84 mana reduction, but it has recently been gutted back down to 34.While 84 mana off is really, really nice, I can understand the nerf(or fix), even if it makes my paladin buddies sad. Off of the top rank of Holy Light, it was a 10% reduction in mana cost. In general, a bonus that large comes from 5 talent points or a set bonus rather than one piece of gear, and unless it diminishes over time, it would be hard to beat that bonus in a Relic slot for Wrath. Unless they start adding raw stats to Relics, which they've stated they don't want to do, things would start looking pretty crazy to top that.
In the 84 mana reduction state, it was possible to cast Holy Light rank 2 for free. While not a big heal considering you acquire it at level 6, it was something to do when you're completely drained of mana. You can still do this with the 'nerfed' version, but with Rank 1 of Holy Light, so I'm not sure if that had any effect on the decision.
There's also a strong possibility the devs have crappy handwriting and the people punching in the values read 34 as 84. Who knows?

Why not put raw stats on relics? The classes that use wands or bows/guns/etc get raw stats on those items which are in the same slot.

I don't know of any ranged weapons that directly reduce the mana cost/increase the power of a particular spell. If you add raw stats to a relic then it has something over ranged weapons.

That's the thing with the PTR, you can't get too cosy with changes you like.
Disappointment is the downside to documenting every single change that is made on the PTR. :)

sigh. tell ya what. if and when relics have stats comparable to this:

then you can talk about 10% off of a spell we rarely can use in raids because it bleeds us dry too fast being OP.
14 int, 35 healing and 6 mp/5 vs 34 mana off a spell you infrequently cast. woo-freaking-hoo.
after 2.4, i'll be swapping a libram i got from badges with one i got all the way back in naxx. between the T5 nerf and this, it jsut seems blizz wants to steer paladins away from using holy light. because having just 2 heals was prolly a bit OP.

Librams, Idols, and Totems all drive me nuts. None of the effects seem to be all that great and just to add insult to injury, you can't even get your first of any of those items until the early 50's to my knowledge. I don't see what the problem would be in adding either some raw stats or at least some semi-useful attributes to them. 84 mana off the cost of Holy Light seems like it would have been a great step in the right direction to me.

I completely agree that relics are lacking. They really need some love, because they bonuses that they're given are just awful compared to wands, guns, etc. Relics are an interesting concept, but the execution is lacking.
I didn't mean to say the Libram of Absolute Truth was too strong at -84 Mana, simply that it wasn't in line with relic itemization. Which is unfortunate.

I had a feeling this was going to get the nerf stick. I was looking forward to picking this up, and being able to spam HL rank 6 for more HPS at about the same mana usage. Ah well - at least I didn't spend the DKP on it.
Honestly, I think a more logical nerf would have been to make this have less of an effect on downranked spells (like healing coefficients). That way it wouldn't be OP for downranking, but would still be worth getting.
