I would (almost) guarentee the plates are hte attunement item, the hints are all there.
As to when/if it opens - I think it's likely something blizz have on the backburner. As has been mentioned - with us instancing in another titan stronghold in Northrend and the whole "someone's messing with time" thing being unexplained, keep that as a side plot in Wrath and basing it around "something got out of Uldum".
That might explain why someone/thing is changing time (an old failsafe of the titans left in Uldum to keep Azeroth on the straight and narrow has either escaped or its original instructions now threaten us in some way - its trying to correct "mistakes" we dont want correcting by changing time etc).
Gives plenty of future lore opportunities (we either kill it or reason with it and it helps us defeat the burning legion - it might even want to change time so sergeras makes it to Azeroth easilly so it can come out and wup him) and possible instance hub in future.
