Most of the PuGs we're on, we ask first. Some use the in-game system, others prefer to pass everything and ask. And one of the first questions is who can DE. It depends on the group whether the enchanter gets compensation. Sometimes they're given one of the shards on a run with a lot of DEs (fairly common now that most of the people we run with are decently geared and run more for badges or rep than loot)In Kara, we use master loot. Used to pass and discuss but ML seems to work better. Gives everyone a chance to see who will benefit more from a piece.

Alliance-SentinelsIt's quite simple..... If you don't need, you hit pass.If you are an enchanter, you hit greed. Then if no one needs, everyone rolls for shard. If you need the item, you ask permission, THEN hit need. No need to pass, then re-roll.Of course, it doesn't always work out this way. :(
