That's exactly how we do it too and there is nothing weird about it. It allows for a reasonable and calm distribution without the pressure of the countdown. Not to mention that only in an ideal world there is only 'to need or not to need'. In the real world, some people need something more than others for the good of the whole group, but you can't expect every player to know everyone else's gear and resulting needs. I admit though, because of ninja looting dangers, the passing system only works as intended among mature and respectful players.
